1966–2026

For six decades, North Mississippi Rural Legal Services (NMRLS), a 501 (c)(3) non-profit corporation, has stood as a champion for equal access to justice, ensuring that low-income, elderly, and vulnerable Mississippians receive the legal assistance they need to protect their families, homes, finances, and futures. As we celebrate our 60th Anniversary in 2026, we honor the people, cases, and communities that have shaped our mission and look forward to continuing this important work for generations to come.

 

The History of Legal Services in America

The modern legal services movement grew from the belief that justice should be available to everyone, not just those who can afford an attorney. During the War on Poverty of the 1960s, federal efforts expanded access to civil legal assistance for low-income Americans. In 1971, President Richard Nixon proposed creating an independent organization to support legal aid programs nationwide, and in 1974 he signed the Legal Services Corporation Act, establishing the Legal Services Corporation (LSC). Today, LSC remains the nation's largest funder of civil legal aid programs, helping ensure equal access to justice for millions of Americans.

The creation of LSC strengthened a growing national commitment to ensuring that legal representation in civil matters was not reserved solely for those with financial means. Across the country, local legal aid organizations emerged to meet the needs of underserved communities, including one that would become a transformative force in Mississippi.

 

The Beginning of North Mississippi Rural Legal Services

North Mississippi Rural Legal Services was established in August 1966 as a legal training program for students at the University of Mississippi School of Law. Originally known as Lafayette County Legal Aid, the program combined legal services with practical legal education while serving individuals who otherwise lacked access to representation.

What began as a small local initiative quickly evolved into an organization with statewide significance. During the Civil Rights Era, NMRLS played a significant role in advancing justice and equality across Mississippi. Its attorneys worked on cases involving school desegregation, voting rights, employment opportunities, and equal access to public services which were issues that affected thousands of families throughout the state. These efforts established NMRLS as more than a provider of legal aid; they positioned the organization as a force for systemic change. The work undertaken during those early decades helped create lasting improvements in the lives of countless Mississippians and laid the foundation for the organization's continued commitment to equal access to justice.

 

60 Years of Service

For 60 years, NMRLS has provided free civil legal services to low-income individuals, seniors, veterans, persons with disabilities, and families throughout a 39-county region of North Mississippi. With offices in Oxford, Greenville, Clarksdale, and West Point, NMRLS works to ensure that access to justice is available regardless of income or circumstance.

Through advocacy, education, and legal representation, NMRLS assists clients with family law, domestic violence protection, housing and foreclosure prevention, elder law, consumer issues, taxpayer assistance, heirs' property matters, disaster recovery, and public benefits. This work has helped thousands of Mississippians protect their families, preserve their homes and assets, and overcome legal barriers to stability and opportunity.

 

Celebrating a Legacy, Inspiring the Future

As North Mississippi Rural Legal Services marks 60 years of service, advocacy, and access to justice, we are proud to celebrate this milestone with our 60th Anniversary Gala on August 8, 2026 at the Oxford Conference Center. This special evening will honor the visionaries who founded NMRLS, the dedicated staff and supporters who have carried the mission forward, and the countless clients whose lives have been transformed through civil legal assistance.

The Gala serves not only as a celebration of our history, but also as a commitment to the future. For six decades, NMRLS has worked to ensure that justice is not determined by income, geography, or circumstance. As we look ahead to the next sixty years, we remain dedicated to expanding access to legal services and strengthening communities across North Mississippi.

To commemorate this historic occasion, NMRLS is honored to welcome Constance Slaughter-Harvey as our keynote speaker.

A pioneering attorney, civil rights advocate, and trailblazer in Mississippi's legal community, Constance Slaughter-Harvey has spent her career advancing equal justice, expanding opportunities, and breaking barriers throughout the legal profession. In 1970, she became the first African American woman to graduate from the University of Mississippi School of Law. That same year, she played a key role in Morrow v. Crisler, the landmark lawsuit that led to the desegregation of the Mississippi Highway Patrol, and in 1976 became the first African American judge appointed in the State of Mississippi.

As NMRLS celebrates 60 years of providing access to justice across North Mississippi, Judge Slaughter-Harvey's presence serves as a powerful reflection of the progress made since 1966 and the enduring importance of ensuring that the legal system works for all people. Her lifelong commitment to civil rights, public service, and equal opportunity embodies the very principles upon which NMRLS was founded and continues to uphold today.
